The Resilience Shift, PIANC and Navigating a Changing Climate are delighted to announce that The Resilience Shift will play a lead role in the Navigating a Changing Climate partnership during its next phase, and in the context of increasing global supply chain vulnerabilities and the critical need to decarbonise maritime transportation.
Building on PIANC’s leadership
The Resilience Shift will succeed PIANC as Focal Point for the initiative, building on the partnership’s extensive work since 2015 to develop understanding, provide technical support and build climate change capacity, as well as fostering collaboration within and beyond the wider waterborne transport infrastructure sector.
The next stage of the journey
The next phase of Navigating a Changing Climate’s activities will take a whole-system and whole value chain approach to climate adaptation and mitigation, building on the outcomes of COP26 in Glasgow. The partners have reiterated their commitment to the aims and are excited to continue collaboration on this key agenda.
Linking with The Resilience Shift’s hub for best practice
The Resilience Shift’s role complements its work facilitating other sectoral and cross-sector platforms and closely links with the Resilience4Ports initiative, a multi-stakeholder, whole-systems approach to enhance the resilience of ports, as a meeting point of critical infrastructure systems.

Navigating a Changing Climate is a global, multi-stakeholder partnership of nine (now ten) associations with interests in waterborne transport infrastructure that work together to support the sector as it and they respond to climate change. In addition, more than 50 supporter organisations are committed to the partnership’s aims.
Navigating a Changing Climate participates in the Global Climate Action Agenda Marrakech Partnership for non-state actors, under the UNFCCC. The resilience of waterborne sector, which facilitates transport of nearly 90% of international trade and connects people all over the globe, is vital to society. At the same time, the sector has a key role to play in multi-modal and multi-sector decarbonisation.
To date, Navigating a Changing Climate’s work has included the creation of a website providing a one-stop-shop climate change resource for the sector, the organisation of an international conference and many other sector-specific climate change mitigation and adaptation events, the publication of several technical good practice guidance documents, and much more.
As lead partner, The Resilience Shift will facilitate the development and implementation of a new multi-year Action Plan, furthering action on the urgent parallel agendas of climate mitigation and adaptation. The Action Plan will unite activities being undertaken by the partner associations and will shape collaborative initiatives, enabling a joined-up approach that aligns with the transformational action required of the sector. The Resilience Shift will also represent the partnership’s activities in the Transport and Adaptation thematic groups of the Marrakech Partnership.
PIANC (the World Association for Waterborne Transport Infrastructure) is the global organisation providing guidance and technical advice for a sustainable waterborne transport infrastructure to ports, marinas and waterways.
The Resilience Shift is a not-for-profit group, creating a movement to bridge the infrastructure systems gap, to create a safe, resilient and sustainable future for all, in a world that is full of disruptive forces. With our network of members, partners and collaborators, we inform and promote greater resilience through influencing policy, shaping practice and sharing learning, as a global hub for resilience best practice.
Resilience4Ports explores resilience through key drivers – including decarbonisation, technology and climate change – that are affecting global supply chains today and in the future. The NavClimate partnership, meanwhile, will continue to focus on the whole waterborne transport system, including ports as well as other maritime and inland waterway infrastructure.
