The Resilience Shift’s Executive Director, Seth Schultz, continues his ICE Brunel International Lecture tour, as the series touches down virtually for an expert session in East Asia.

Seth will present his lecture alongside a regional panel of key industry thought leaders. From both a global and local perspective, they will debate some of the biggest issues facing the planet and the profession, before answering audience questions.

Session Agenda

Mr Lam Sai-Hung, JP, Permanent Secretary for Development (Works) at HKSAR Government and ICE Representative for Hong Kong, will open proceedings and introduce the event before Seth’s main presentation.

The thirteenth edition of the Brunel International Lecture Series, entitled ’21st Century Leadership is Partnership: How a Coalition of the World’s Engineers can Change the World’, examines the challenges facing civil engineers and what is needed to deliver a carbon neutral, resilient society.

This year’s lecture series will consider what it is to be an engineer, and whether engineers need to think differently to deal with the global uncertainty we are facing.  The lecture will discuss how systems engineering and understanding is needed to bring it all together, and whether engineers are well placed to deal with the complex systemic challenges ahead of us

The online lecture programme, led by Seth Schultz, Executive Director of The Resilience Shift and co-founder of the International Coalition for Sustainable Infrastructure (ICSI), also offers specific insights on digitisation, urbanisation, diversity and skills, under an overarching theme of global and local partnership.

The East Asia session is the second in the series which kicked off in December 2020.

Prof CK Mak, GBS, JP

Prof Mak joined the HK Government after graduating from the University of Hong Kong. During his 37 years as a career civil servant, he served as Head of the Railway Development Office, Project Manager in the Territory Development Department, Director of Highways and Permanent Secretary for Development in charge of the Government’s work policies and resource management for the public works programme.

Since the early 1980’s, he has taken up teaching assignments in the universities in Hong Kong. His passion is to build and strengthen the bonds between students, young engineers and the more experienced seniors through teaching and interaction, experience sharing, mentoring and experiential learning ventures.

Prof Mak is ICE Vice President, International (2017-2020).

Winnie Lai MEng ACGI CEng MICE

Immediate Past Chairman, ICE Hong Kong Association Graduates and Students Division

Winnie is an engineer at a consultant in Hong Kong. She specialises in bridge design where she carried out design analyses for international long span bridges. She has also been working on site at a local infrastructure project focusing on civil and building structures.

Since graduation, Winnie has been very active in different professional institutions, namely ICE and Hong Kong Institution of Engineers. Within ICE, she took upon various roles including Chairman of ICE HKA G&S in 2019-2020, organising and contributing in multiple events. She was also the Champion for ICE 200 Emerging Engineers Award Regional Final and Communications Competition in 2017. Currently, she is a Co-opted Member of ICE HKA, focusing on civil engineering outreach and women in engineering.

Sai-Hung Lam, JP

After obtaining BSc from the University of Hong Kong (HKU) in 1983, Mr Lam joined the Government of Hong Kong. Since then he has been involved in the planning and implementation of various public works projects including bridges, roads, site formation and railways.

He was Director of Civil Engineering and Development Department of the HKSAR Government from 2016 to 2018, overseeing the implementation of various new development areas and major infrastructures. In October 2018, he was appointed as Permanent Secretary of Development (Works) responsible for public works policy and infrastructural development. In addition to practising as a professional engineer, Mr Lam is an adjunct professor at HKU.

Geoffrey Mills

Geoff Mills is Executive Director of Colliers International and China Representative of ICE. Geoff spent the first half of his career with Atkins and Mott MacDonald, being the first MD of Mott MacDonald Environment Ltd before setting up his own project management consultancy in China – Sino Infrastructure Partnership Ltd – which was acquired after 25 years by Colliers International after completing over 1000 projects in China

In his ICE China role Geoff was joint leader of a five year investigation into global risk management working with leading members of China’s International Contractor’s Association and Shanghai Jiaotong University and with the same university team and Shanghai Construction Group won a UN award for the development of earthquake-proof rural housing following the Sichuan earthquake.

Ken Ho, JP

Ken graduated from Imperial College London in civil engineering and obtained a MSc in soil mechanics and engineering seismology.

Ken worked for the consultant Ove Arup and Partners in their London and Birmingham office for six years. He is now Deputy Head of the Geotechnical Engineering Office, a specialist arm of the Hong Kong SAR Government and an internationally renowned centre of excellence in landslide risk management.

Ken is Adjunct Professor at The University of Hong Kong, and a part-time lecturer at The Hong Kong University of Science and Technology. He is a core member of the Joint Technical Committee on Landslides, under the auspices of ISSMGE, IAEG, ISRM and IGS. He is serving on the editorial boards of Landslides and Georisk.

In 2019, Ken was invited by the Institution of Engineers Malaysia to deliver the prestigious Professor Chin Fung Kee Memorial Lecture. He has also been appointed by the Norwegian Government as an international expert to give technical advice to the Norwegian Water Resources and Energy.

He is the Immediate Past Chairman of the Institution of Civil Engineers Hong Kong Association. He has been active in various learned society committees over the past 30 years.

Ir LAU Chun-Kit, Ricky JP

Director of Civil Engineering and Development

Ir Ricky LAU joined the Hong Kong Government in 1992 as an Assistant Engineer. Before joining the Civil Engineering and Development Department in 2015, he worked in the Highways Department and the Development Bureau. He was the Head of Civil Engineering Office overseeing the implementation of a wide spectrum of civil engineering projects including reclamations, site formation, marine facilities, housing-related infrastructural works, public fill facilities and greening works.

He is now the Director of Civil Engineering and Development Department overseeing the strategic planning and the implementation of various reclamation projects, new development areas and major infrastructures.
